A Gradual and Strategic Liberalization

After the key years of 2001, 2004, and 2016 — marked by the implementation of a modern legal framework, dramatic subscriber base growth, and massive investments by license holders — the Government of Senegal took a decisive step forward in continuing the liberalization of the sector.
This strategy materialized through the launch of calls for applications to award licenses to new players: Internet Service Providers (ISPs) and Mobile Virtual Network Operators (MVNOs).
